What this degree describes
Consequence, applied visibly and without private negotiation, to more than one person at once. This degree is Libra's justice theme at its plainest and least comfortable: the sign that loves harmony also has to hold the moment when harmony gets enforced rather than simply agreed to. There is no detail here about guilt or innocence, only the fact of the arrest itself, structure asserting that some lines, once crossed, get answered.
