What this degree describes
Restlessness given visible shape: the wind doesn't ask the ocean's permission, it simply moves it, and the whole surface answers at once. This is Sagittarius's native appetite for motion, meeting the vast, indifferent scale it actually likes testing itself against. Nothing about a single whitecap lasts, it rises, catches the light, and folds back under, but the sea in that moment is unmistakably, restlessly alive.
